Job Title:Principal Investigator Scientist (Senior Engineer)
Location:Air Force Test Center, Edwards AFB, CA


This position supports the Air Force Test Center on Edwards Air Force Base as a part a 15 year service contract that started July 2018.

Essential Functions/Duties:

The Candidate shall serve in the role of Test Director/Test Conductor (TD/TC) at the direction government Combined Test Force Commander, or equivalent, in accordance with 99 Series Test and Safety Directives.

The Test Director/Conductor is responsible for the technical quality, security, safety, and support aspects of the mission, as identified in the test plan. Serves as Combined Test Force (CTF) team member in accordance with local operating instructions and policies in the development of the overall plans such as the Test and Evaluation Master Plan (TEMP), Test Plan (TP), Test Cards, and other technical documents.

Will participate in and provide integrated engineering support for design reviews, test planning working groups, test plan technical and safety reviews, test card preparation and execution, and other test planning and execution activities.

Will provide timely inputs to program reviews, test schedules, working group sessions, etc. Identifies factors affecting test safety and provides government with potential trade-offs between the safety and technical requirements of the testing activity.

Will plan and participate in system safety documentation, including the creation of safety plans and participating in safety reviews, participate as an expert on integrated teams of multi disciplined personnel.

Team participation requires interaction with, and a basic understanding of other disciplines, to include avionics, flight dynamics, flight controls, and modeling & simulation.

Develops and/or presents engineering and program review reports, and conducts briefings to local and higher-level command officials and domestic dignitaries, as required.

Exercises original and sound engineering judgment in formulating, evaluating, and monitoring test projects. This includes participating in producing technically accurate and timely reports.

The Test director/conductor is also specifically responsible to:
  1. Verify test cards and or procedures have been properly reviewed and approve in accordance with AFFCT 99-105 and AFFTC 91-105
  2. Verify key personnel attend both pre and posttest briefings. The TD/TC shall ensure test cards and safety package are fully briefed and shall ensure the test results are properly documents
  3. Confirm qualifications of all test personnel in the control room
Education and Experience Requirements:

Master of Science in Engineering from an accredited academic institution and 16 years of related engineering experience, or have an accredited doctoral degree in Engineering with at least 12 years of related engineering experience.

Desired Qualifications:

Experience with the Federal Acquisition process, Service Contract Act (SCA) and the Federal Acquisition Regulation (FAR) is Highly Desirable

Experience in flight test ancillary facilities and open air ranges is considered a plus

Flight Research and/or D/OT&E publications

Candidate required to qualify for and maintain a government security clearance and must have a valid, current state driver's license.

Must be a US Citizen and hold or be able to obtain a Top Secret Clearance.

Must be a U.S. citizen and hold or be able to obtain a security clearance.
Must pass a background check and drug test.
